generation plants (photovoltaic and wind).<br data-start=\"425\" data-end=\"428\" \/>Under this resolution, all existing and new photovoltaic and wind plants with a nominal power of <strong data-start=\"525\" data-end=\"583\">100 kW or greater connected to the medium-voltage grid<\/strong> must be equipped with a <strong data-start=\"608\" data-end=\"642\">Central Plant Controller (CCI)<\/strong> that supports the \u201cactive power limitation on external DSO command\u201d functionality (PF2).<\/p>\n<p data-start=\"771\" data-end=\"824\">ARERA\u2019s main objectives with this resolution include:<\/p>\n<ul data-start=\"825\" data-end=\"1096\">\n<li data-start=\"825\" data-end=\"914\">\n<p data-start=\"827\" data-end=\"914\">Improving the effectiveness of generation reduction procedures in emergency situations.<\/p>\n<\/li>\n<li data-start=\"915\" data-end=\"988\">\n<p data-start=\"917\" data-end=\"988\">Introducing more reliable and faster communication and control systems.<\/p>\n<\/li>\n<li data-start=\"989\" data-end=\"1096\">\n<p data-start=\"991\" data-end=\"1096\">Increasing real-time visibility of medium-voltage connected plants.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1098\" data-end=\"1135\"><strong data-start=\"1098\" data-end=\"1133\">Key changes introduced include:<\/strong><\/p>\n<ul data-start=\"1136\" data-end=\"1708\">\n<li data-start=\"1136\" data-end=\"1301\">\n<p data-start=\"1138\" data-end=\"1301\">Abolition of the GDPRO category: grid operators can no longer rely on manual inverter power reduction performed by the manufacturer at the distributor\u2019s request.<\/p>\n<\/li>\n<li data-start=\"1302\" data-end=\"1523\">\n<p data-start=\"1304\" data-end=\"1523\">Mandatory installation of a <strong data-start=\"1332\" data-end=\"1363\">CCI for all plants \u2265 100 kW<\/strong>: this device, already referenced in CEI 0-16 standards, allows the plant to behave as an \u201cequivalent generator\u201d with improved communication and coordination.<\/p>\n<\/li>\n<li data-start=\"1524\" data-end=\"1708\">\n<p data-start=\"1526\" data-end=\"1708\">Mandatory PF2 functionality: all plants must be capable of limiting active power in response to external commands from the distributor or Terna.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1710\" data-end=\"1930\">On <strong data-start=\"1713\" data-end=\"1734\">December 23, 2025<\/strong>, ARERA issued <strong data-start=\"1749\" data-end=\"1770\">Delibera 564\/2025<\/strong>, which updated the implementation deadlines for these compliance requirements while confirming the technical obligations.<\/p>\n<p data-start=\"1932\" data-end=\"1971\"><strong data-start=\"1932\" data-end=\"1969\">Revised PF2 compliance deadlines:<\/strong><\/p>\n<ul data-start=\"1972\" data-end=\"2212\">\n<li data-start=\"1972\" data-end=\"2014\">\n<p data-start=\"1974\" data-end=\"2014\">Existing \u2265 1 MW: <strong 564\/2025 (December 23, 2025)<\/strong><\/h2>\n<p data-start=\"341\" data-end=\"535\">The cost of compliance remains <strong data-start=\"372\" data-end=\"406\">entirely borne by the
