In December 2025, ARERA published the Delibera 564/2025/R/EEL, introducing extended deadlines for compliance with installation and activation requirements for Power Plant Controller (PPC) / Central Controller (CCI) and associated system security measures originally set out in Delibera 385/2025/R/EEL.
These changes reflect the Authority’s intent to support orderly deployment of security provisions while maintaining grid stability through the upcoming 2026 and 2027 spring seasons.
🔍 What’s the challenge?
Under 385/2025, medium-voltage renewable plants (PV, wind and other generation ≥ 100 kW) were required to upgrade control systems (CCI with PF2 functionality) to support realtime control and limit active power on command, ensuring grid security. Original deadlines were tight for many stakeholders.
🔍 What’s changed?
Delibera 564/2025 extends key deadlines for compliance and communication of the CCI upgrade to the Distribution System Operator (DSO).
New indicative timelines are as follows:
👉 Plants > 1 MW: compliance and CCI upgrade by 31 December 2026.
👉 Plants > 500 kW and ≤ 1 MW: compliance by 31 December 2027.
👉 Plants > 100 kW and ≤ 500 kW: compliance by 31 March 2028.
These extensions are designed to balance technical readiness and system security imperatives while allowing project developers, EPCs, and producers more lead time to plan upgrades, procure equipment, and coordinate with DSOs for communications and commissioning.
